I think Cracker is the only one we could get to scale since he's the same hight as Doflamingo so would only need to be around 255mm.
Admirals is a given, both the PTS 3 and 2 new ones. I don't care for flashback crews like Rogers, young WB, Rocks, etc, but modern Shanks definitely.

I would buy the fuck out of the entire BB pirates, I think everyone up to Pizzaro could be done to reasonable scale.

I'd also throw in the Impel down breakout crew. Although Iva is probably too big. I'll use a statue for now, we just need Jinbe, Red/Yellow Luffy, Inazuma and Croc.
