If you read any of his other works they are full of bad puns and gags, but for DB, especially the adult part, Toriyama was kept on a tight leash and I think they threw out a lot of his ideas. He got more creative control during the Buu Saga (Mr Satan/Great Saiyaman/Majin Buu/Gotenks/Elder Kai) and that's why a lot of people consider it the decline after the tone of Frieza->Cell.
