Stuff like My Adventures With Superman, Krypto, The Batman, Joker etc prove the demand is still there, but the issue is that DC fans have lived through the periods you've mentioned where DC was living myth, so they're less willing to eat slop than certain other demographics. When DC fans are dissatisfied with the product they just don't buy it.
