Since you shouldn't cut a hole in your shelf, print out a nice scene of sky and grass about the size you want your window to be, just a little larger. Cut some clear, firm plastic like what action figures some in to be the size of your window. Glue the plastic to the paper at the edges, wood stain some trimmed craft (popsicle) sticks around the edge to hide the glue under the plastic, let it dry and sticky tack it to your shelf wall.
For curtains, take any fabric you like. Old boxer shorts, old sheets, that shirt with a rip in it you can't wear, etc or go to Walmart and go to the fabric section and get whatever you like, it's ultra cheap. Just take a wooden meat shewer like for shishkabobs and clip it to size to fit above the window. cut your drapes to size, slide them on the rod and glue the rod to the top of the window. Now you have a window with an outside view, "glass" and curtains. that you can tack up and take down or reposition as you wish.

For rugs, dollar store place mats cut to size and frayed at the end, buy printable fabric or buy something like this just a rug printed on said printable fabric and frayed at the ends. Chinese price around three bucks, lots of styles. I bought one for my gal for her diorama, pic related. Link is too long to post, but search "Dollhouse rug" on ebay.
