If they sold small/short characters like Veronica on their own, people would have complained that they were getting half a figure at full price. I remember seeing someone complain about that regarding the original Play Arts Vivi figure from FFIX. Although I think that complaint was a little silly because those figures were a lot cheaper back then, and the cast of FFIX in general is pretty compact. But yeah.
