Bebop's the one looking legwonky here.. the pantswrinkles seme to agree on Rocksteady above and below the knee. No, his issue is the head isn't all necklessly integrated into the torso like Bebop's is, and like the original toy.

The cape connects at two pegs in the back then cape drapes over the shoulder before the wires start. It puts a lot of stress on the fabric that could cause fraying. It would have been better without the wires. I feel like someone told the designers to put the wires in the cape without them understanding why. Kinda like how the Korean animators who worked on Superman: the animated series thought Batman could fly cause he too had a cape.
