The IDEAL of injection molding is no bubbles, but I guarantee you, I've seen more than my fair share of clear parts with irregular bubbles captured internally. The problem is, of course, irregular, and as has been previously mentioned, they could potentially form at the surface creating pits.
They could have had very, very simple bubbles in the figure as well in a similar manner to Chemo, but it'd be limited to what they could do probably at the centerline of whatever weld/glue they did, and it does create some integrity issues, but it's possible.
But really, the best thing they could have done, would have also probably been the most expensive but would have allowed them to make the brain, and that would be double-casting. Cast a set of inner pieces, likely the same plastic as what the outer part is and just paint it a lighter color to hide the sprue/support, put those into a second mold to form the outer parts. It's done, just more effort/more cost.
That all said? I like how he looks as is, I think that the jointing itself creates something of an 'internal bubble' effect, though I do wish they'd managed a brain but I understand the limitations of current budgets and just look forwards to how he's actually getting made. Just gimme 2.5" Tikal so I can put them both in my Emeralds display.
