What's actually happening (probably) is that a line goes to shit, sales are poor, and/or licensor pulls out because they didnt like what they saw, and shit gets canceled. So by saying "never intended for release", the sculpt that was commissioned and the cost involved with that, is written off as a marketing expense.
So they hit two birds with one stone: licensors/investors aren't upset at the money lost from shit getting canned and they recoup their cost through a tax write off.
Also, fuck Hasbro ML collectors. Just because you guys are used to oversized reused molds doesn't mean actual 1:12 lines are undersized.
