I don't think you guys realize the scale of these companies. Theyre making billions of dollar every year because theyre selling millions of toys every month. There's like maybe a few days of downtime inbetween waves, but that's basically just enough time to create new tooling and the training for the new tools (mostly on what paints to apply and where).
Again, Hasbro and Mattel (used to) own these factories. They also built them themselves, or at least gave the money to build them and THEN leasing it out to the company making their toys. It gets pretty complicated, but that's just how multi-billion dollar companies operate at peak efficiency to make as much money as possible.
If they're using multiple factories, in multiple countries, they're not going to do a lot of sharing, if any. If Hasbro has at least two factories making action figures, at least one of these factories wouldn't be sharing, otherwise why even have the second factory?

And the "wait" probably only exists thanks to corona, and were used to the smooth process before china started lockdowns.
