That set you posted is a great example of what's wrong with City compared to Friends - none of it feels like any part of an actual cohesive place. You get:
-Random stage
-Weird cramped little park with seats on the ground
-Shitty undersized odd-looking recolor of an existing tram (see 8404 for a decent tram)
-An honestly pathetic tram station (again, 8404 for a decent one)
-Yet another motorcycle for the hundredth time
-Yet another police ATV for the hundredth time
-A FUCKING FIRE HELICOPTER AGAIN FOR GODS SAKE STOP PUTTING A HELICOPTER IN EVERY FUCKING SET
-Some weird cleaning cart thing that you apparently have to watch the show to understand
-An absolutely god-awful limo design, that roof is terrible (see 3222 for a better one)
-A tiny diner façade, typical 6-8 stud deep lame filler shit
-A shallow city hall façade that looks small but tiny from the outside, and has absolutely nothing of substance inside
Seriously, there is nothing of value here. They should've removed the vehicle filler (keep the limo but make it decent for god's sake), removed the diner, made the park bigger and nice-looking like a proper town square, and built the town hall to the scale of one of the old police stations or fire stations. An actual proper building with a few floors and some rooms inside, not just a front wall with a bit of floor space.
