Halo 4 still had support from Target/Walmart/etc (read: children toy aisle/mainstream), but when Halo 5 line came out, the line was in the "collectors" section. That's not because McFarlane didn't have the money, it's because Halo 4 didn't rake in the dough and retailers didn't want to carry the Halo 5 line based on previous sales. And there was bare minimum support from McFarlane Toys too, with even more downgrades to the engineering and paint apps were cut too.
The Halo 5 line was McFarlane just letting the license expire and fulfilling their contract with as little as they could, because the Halo merch wasn't selling anymore.
A year after Halo 5, they released the FNAF legos and that was their best selling line ever to that point. They put that money to good use, hence their bid for the DC license.
