It may not need to be at a rolling boil while you do it (not sure about that), but it needs to be at a high enough temperature for the plastic to absorb the dye. It's the same thing that happens when cooking curry roux with a white pastic spoon.
As for what sorts of plastic take to dye, I know ABS does, and a Google search indicates that POM and Nylon can be dyed as well. I'm not very sure what dyeing PVC would entail though. As for color leaching, I think ABS doesn't leach if you do it right. However, I think you may get some leaching with POM/Nylons. I say this because I know that POM/Nylon can leach out softeners and acids that degrade parts around them (have seen this first hand on several Transformers), thus I would figure that they would leach the dyes into anything touching them. Take all of that with a grain of salt as I'm not an expert on the subject.

I know that Diecast customizers, diorama builders, and gunpla/plamo people do this all the time to fabricate windows and visors. Being that it's generally disposable scrap, you can cut a larger than necessary piece and clip off as needed to make it fit.
