Parents who genuinely want to buy the figs for kids don't because they have no heads.
The retailer marks them down on clearance but still nobody buys them
The retailer ends up taking a loss on the product, most likely puts in complaints to the manufacturer
Manufacturer then has to make package or product adjustments for future figures which means either no more articulated heads on those open package figures or they'll claim plastic packaging needs to come back to prevent this and then use that as an excuse to raise toy prices.
