Pretty sure those old Doctor Who figures just had swivel wrists. Drill a hole in the wrist and the hand and use a paperclip or something to hold them both together so you can still turn it.

It's not going to hurt it Anon. Toys get holes drilled in them all the time. Just get a pin vise and some small bits. You'll thank yourself for learning a skill that will come in handy the next time you hamhand a figure

Just use superglue if you don't care about keeping articulation. How did you manage to twist a hand off and fail at gluing it back? Just glue the contact points and hold until dry.
