It was an ad run in an already extremely niche toy collector's magazine, it had a set cutoff date, and it required people to both send in money (in fact, a lot more money than toys of this type cost in stores at the time) and take the effort to mail in the coupon. That's a lot of fucking hurdles to overcome, I don't blame them for trying anything and everything in their marketing lingo starter pack to try to drive sales.
