Size matters a lot, since it's what takes up space in a mold. The bigger the toy, the less can fit on a mold. And as we all know, molds are the single most expensive thing when producing a toy.
So how many molds does it take to make a 4" figure and up to what size does it suddenly require extra molds? We can only look at Hasbro, who is extremely efficient and budget-wise when it comes to creating toys. See pic? A budget children's toyline, and Hasbro was able to create a 4.5" figure (kitty is under 4" for reference) at the same price as 4" figures. How big are Joy Toy's Space Marines? 4.5"
And of course, Hiya makes FIVE INCH and larger (all the ones i own stretch out to 6") figures for $40-50. Wow, at the lower end of 6" import lines prices, despite being of equal (or better) quality than Japanese lines.

Hasbro does 4 packs of army builders for ~$40. $10 each, when their 1:18 figures go for $13. Almost every company who does army biulder backs gives you a discount.
