Both of the new HISS and oold HISS are doing the same role, except the newer one can fire something that can actually harm a tank.
TOWs are standoff weapons, btw. It fires a missile that can more accurately hit something at a further range than a tank can fire its main gun. The height helps in firing from cover too.
It's something i like about the Rage Tank too, as that's also lightly armored, has a very low profile, and its main cannons can lift up to fire from behind anything.
I can't think of anything that Cobra has that can go toe to toe with tanks, or even light vehicles. Most of their stuff is sneaky, be it with speed or hiding.
As for the switch in caliber switch, it was likely because they saw what a real one looked like IRL and realized it was too big to fit on the hiss?
