The 89/90's Batman movies were huge, comics were reaching record sales,and cartoons like BTAS/X-men/Spider-man TAS all tied into that zeitgeist. Toys also started looking far closer to the muscular, dynamic comic art than past stuff like Mego or softer Kenner/Mattel sculpts of the 80's, so there was a big crossover between kids and collectors.
And Power rangers was massive. inspired a lot of other toku to be brought over, as well as a lot of generic sentai inspired toys.
Dinosaurs were another big seller thanks to Jurassic Park. And electronic toys were also big in the 90's. Tiger electronic/Tamagotchis in the latter half.
Star Wars was dead in the water in the late 80's/90's until the revival around '95 or so.
Transformers was in a hole in the 90's(G2 only had like 10 new toys a year, and most of them were small, cheap ones);Beast Wars was a solid seller but not a top 3 seller( but often a reliable seller is better than a big fad that burns out in a year)
And of course, '99 was the year of Pokemon
