As for the game being “incomplete” it is finished as Kojima intended, it ties the loop together with Metal Gear with (You) as the villain of that game.
As for the cut content, I genuinely think he did it on purpose to mimic Moby Dick even further. Sucks balls that we didn’t get the extended cut or whatever that MB got in the end but Kojima gonna Kojima I guess.
