For suited Agent Smith types, there are plenty of Marvel Legends that you can get on the secondary market for a tuppence. Suited figures used to be rare but they're super common now. Don't want 4 Nick Furies, 6 that suited guy from that MCU movie, or 2 Morbiuses? No problem. Buy them for their bodies (say +/- 10 bucks?), then buy loose heads separately for 2-3 bucks a pop.
You can grab tons of Marvel Legend C-Tiers and even some upper tiers who've gone out of fashion to serve as mooks. Hell, some BAFs are at regular figure prices. McFarlane Warhammer guys are the size of ML BAFs for less than the price of a regular. Grab the ones on sale and bam, "heavy" type mooks.
Black Series Storm Troopers, in particular the early releases such as Storm Troopers and First Order Troopers, are not only cheap and plentiful loose, but you can probably find them MISB for virtually the same price as loose.
Ninjas are cheap and plentiful, but paradoxically, rare, on account of other army builders already snatching them up and Ninjas are generally not re-released with as much frequency as suited figures.
Soldiers and cops are a bit harder to find. You may have to wait a few years for Classified Joes to saturate the market.
