It is a joke based around that one Rainbow Dash psycho from /mlp/ who really did that and documented it.
I don't think it has been done outside of that guy outside of maybe a few copycats doing it for the meme.
Side note: It is kind if bullshit that MLP toys are still banned here despite /mlp/ being shit for toy discussion and the insanity dying down years ago.

To be fair, /mlp/ has devolved into a distilled sludge of putrid horribleness. Meanwhile, insofar as I know, there ain't too much to talk about the toys is there? The Koto statues look nice but y'know... statues. And the microfigs (I still need a decent Fluttershy after all these years) are kinda passé anyway.

That technique looks kinda neat for a diorama with characters that have some relation to being underwater.
