You do the body (or an outline of it) first, then draw your clothing/accessories over it; this way, the clothing conforms to the figure's form and retains the overall silhouette, making it look more natural. They very clearly wanted Arcee to have a notably feminine figure for Prime, so they modeled a human female body (or, more likely, used a generic one that was readily available) and tacked her robot bits on top of it like a suit. It's less a case of the modelers being horny and more a case of them just cutting corners.
