Essentially it's because Japan still has a Middle Class, so there are people who can afford more than $25 figures but don't feel the need to blow tens of thousands on completing the MCU cast in 1/6 scale with individually sculpted pubes or whatever. This is why to certain anonymous individuals with incredibly subjective opinions, anything that isn't a Wal-Mart retail-level toy or a super-expensive barely-poseable replica isn't worth having, because it falls into the Middle Class that America has destroyed. And in America, you're either poor as dirt or a rich trust-fund boomer (or child thereof). The poor hate the Middle Class because they're doing comparatively better than them, the rich hate them because they look down on them and don't want them climbing the ladder to displace them.
