They bought it, maybe someone else bought it, and it's incorrect. The nature of the information being shifted makes it easier for them to rationalize the lie. They know they are lying, but they have an out if caught in the lie.
I could go more and more in depth on the life and nature of this, but I'm not getting paid to do. Basically, its similar to the bystander effect. You assume someone will help that person. You assume, if it were wrong, someone would stop you.
