The cheap shit is designed to be sold at US mass market retail where they end up in the hands of children. They have to adhere to stricter safety standards and be designed to stand up to kids smashing them into each other. The trade off is that the price point means cheaping out on tooling and paint apps. Collector's figures are usually designed for aesthetics, with focus on articulation and stuff like screen accuracy, and sold to an audience that are largely going to display them and maybe take funny photos on occasion. You get more rigid materials, sharp points, joints, and paint apps in the name of accuracy which also means more shit that you can break if you aren't careful. Both markets have their ups and downs.
If I like a character enough I'll usually buy something for them in both price points. One to look cool and one to swoosh around at my desk.
