Let's say I make a concept design and I want to make it into an action figure. How much would it cost if I were to pay someone else to make my concept design into a action figure? Who would I hire to accomplish this job?

It can be quite expensive. It vastly depends on how much of an "official" job you want done. Most people will simply go to a customs maker who will take a pre-existing figure, strip it down as much as humanly possible, and then build your custom on top of it. However, if you want something official, then that'd mean 3D design, prototype sculpting, tooling, and additional work. Depending on the simplicity (or lack thereof) of your design it can go anywhere from hundreds to 30k for something simple and static vs a fully articulated and hyper detailed posing-monster.

Don't do it anon. Toys aren't profitable and most kickstarters fail.

The first thing i'd do is hire a 3d printer to make it, but that could be upward of 10,000$. It could be even more.

If you don't have a proffesional job, maybe you can take a few 3d design classes, but they will only teach you to make boxy mechanical shapes. I can make a bridge truss structure, but no way could i make shapely anatomically accurate thighs

Look kid, toys is a tough business and it seems like you're at a level where you don't know how much you don't know. Why don't you watch a few videos on 3d modeling and gk painting to get an idea of the kind of skills required to bring a toy from concept to life.

It really is a situation where if you have to ask how much, you can't afford it.
