1. A full brand new G3 happens, there's a popular TV show along with the release of a full theme with a variety of sets to coincide. Mass retail line. Has to appeal to everyone, or at least new buyers.
2. A very niche sub-theme with collector items dropping here and there. Has to appeal to older fans willing to buy these in adequate numbers.
Both options may well fail. The new show isn't popular, the theme doesn't attract buyers. The collector items sit on shelves unbought. There's zero guarantee in any new Bionicle items, and the GWP may well have been a gauge of interest in brick built Bionicle/characters. If some miracle happens and the Toa Mata Ideas head comes out, that would be another gauge of interest, perhaps in adult oriented collectible items.
For your last point about dioramas, those wouldn't exactly need to be 18+ sets, just expensive sets. Not to mention, if you're going to do a full island then you're not even working with playsets anymore, just a 3D map, essentially. Doing the Toa Hagah in some new format I don't think would be of interest to old Bionicle fans, unless there's an already established new world in that style. And 35 dollar sets for Toa is just way too high. Quickly on the topic of masks, they could easily do stud based masks around a new head piece, or even just a brick built head piece. 1 or 2 studs connection, and sufficient room to fit around the bricks (a new head piece would probably work best). People have tried 3D printed masks for GWP Tahu, and it seems to work fine, so I could easily see new masks in a 15 dollar set. These would be the only truly unique pieces for Bionicle, because everything else could be reused in other SCCBS sets.
