The Last Jedi toyline was one of the most spectacular flops in the franchise's history, especially after how over-marketed The Force Awakens was. Force Awakens toys were still on shelves when The Last Jedi came out, not because it was so popular that Hasbro was still making them, but because they sent out way too many and the sales ended up being nothing special. Of course, everyone assumed it would be a smash hit in the toy aisle, but the characters were so fucking boring that not even poor kids wanted to play with them.
What's really funny is they had an easy out with The Last Jedi because the characters basically all wear the same outfits as the first movie, but Lucasfilm had strict mandates that all characters had to be shipped in equal quantities. That should tell you something, that even with all the redundant figures Hasbro was shipping out of characters that weren't very popular, that the die hard Disney Star Wars fans probably had figures of, it was Rose Tico who ended up being stacked three feet high in the clearance aisle.
The character designs for Nu-Wars were bad, but Rose Tico's was the absolute worst. No kid or adult was asking for an action figure of a little woman wearing a potato sack that comes with a screwdriver accessory the size of a grain of rice.
