The SHF dragonball line has Radditz, Nappa and the Ginyu Force which I'd consider B-tier behind Vegeta and Frieza.
The S.A.S JoJo's Bizarre Adventure line has Risotto Nero, Hol Horse, Diego Brando, Prosciutto, Keichou Nijimura, Wekapipo and Ringo Roadagain who are all B and even C tier villains and antagonists from various parts (mainly parts 5 and 7)
