Is there a firework that launches and sends down one of those toy soldiers with parachutes. It would be a good firework for day that you can actually see

Yeah its a whole kind of firework, usually a bottle rocket that shoots it up in the air and the explosion open the chute. sometimes theyre mortar shells.

sounds worse for the environment and even personal safety. Also impractical, since you'd have to track down the toy as you look up in the sky through traffic, but its use is no more

Typically you do not shoot fireworks near live traffic but maybe things are different. Also it's really not hard to track the parachute, it may be difficult to locate once it's in a tree.
