Outside of Japan, Jazwares has the license and they just did the 6" one, and in Japan, the SHF line is dead, and there's no other current line where Pokemon figures could even be made. Figma might do more figures, but they only do trainers.
Lucario has 3 different super articulated figures, and at least 6 with a couple points of articulation (Plamo, Shodo, Bandai Gashapon, Jazwares 3", Jakks electronic, Tomy JP shooting). That's more than 99.9% of Pokemon get. I think Charizard and Mewtwo are the only other mons that have more articulated figures.
I say just pick the one that's closest to what your ideal is or customize one using one as a base.
