I dunno if you can blame them for the "eagle" though--if you look back at the original mini, that space seems to be bare, a blank indent, as if the sigil has fallen off. The official GW paintjob is also a bit unclear, it's difficult to tell if it's painted gold or just skull color + wash. Either way, this sculpt + paintjob got GW's approval for release, so I guess they agreed with the latter interpretation.
My ideal config I decided on was one scroll on the left side, swept as far back as possible. This gives some ornateness to his design, but leaves most of his body visible. It keeps him from becoming a shapeless Gravelord Nito-esque heap. This does leave him with one "nipple" but it's really barely noticeable. It's matte black, and nestled among various other round bulbous things like lenses, rivets, seals, etc. I honestly forgot it was there until you brought it up.
I guess this one is really going to come down to what you value in a figure. I know the shoulderpads and balljoint nipples will bug some people to the extreme. Me, I got over it pretty quick, and I'm actually enjoying the figure a lot. Mind you, this review is from someone who initially hated this design. I was gifted this figure and am surprised at how much I like it despite its shortcomings.
