Speeding Bullets Batman has sculpted details unique to that version of Batman on the sides-- they can't really reuse it without changing the tool which given how many times we've seen the outlines of Superman's boots on all blue plastic legs, we know they will not do.
And most of the time they are doing improper reuse by having sculpted details left over from a different character that aren't there on those plain leotard only classic characters. Or look at Doomsday reusing part of Devastator that has torn clothing and they just keep it gray.
