That comes from their Disney overlords. Disney made a movie with black people in it, therefore they want their licensors (aka Hasbro) to make product promoting it. These toys take like two years to make. The ML team probably received preliminary art for the character and were told to make her, not knowing the extent of her involvement with the movie. You can clearly see that being the case with Cyborg Spider-Mam since it wasn't featured heavily in the film.
To further that point, from what I've gathered from various interviews, and actually talking to Dwight at their SDCC booth back in 2015 or whateber year I went, if they had it their way, they'd do notjing but comic characters, since that's what they're really passionate about. But, as we all know, American comics have been dying the slow and agonizing death for the better part of two and half decades now, so focusing solely on the comic properties, especially when there are extremely popular (until the past few years) movie franchises just waiting to have merch sales.
