Does anyone know what the hell this is. Sorry for the crappy pictures but they are screen captures off a video on Youtube. There's a channel called The Toy Federation and they make videos on old toys. They have this figure hanging on the wall behind the cash register and I've asked on the channel what it is but I keep getting the wrong answer. I'm intrigued by what looks like Dracula's eyes on top of the card.
