Toad will be the cheapest. He has a recent figure in the ugly cheap legends for kids line. A better version exists but is 20 years old.
Wolverine, Cyclops, Nightcrawler are fairly common and you should have no problem tracking down
Dazzler and Blob have recent figures with those designs
Magneto has a new figure coming out soon with the X-Men '97 set but there are others.
You might have to compromise on the Prof and get one with the hoverchair. The only one I know a normalish wheelchair is from the Logan movie in a 2 pack
Juggernaut is in a 2 pack with a 90's comic accurate Colossus with a different belt, there's a few other versions out there along a BAF version
Here's where you are going to start spending cash
Shadowcat is in a Excalibur 3 pack
Storm and the 70's style Colossus you would want are in a 3 pack with Thunderbird
Emma Frost is in a Pulse Con exclusive 4 pack from a few years ago good luck getting her loose.
