Most are outlandish or just vehicles to have characters in so they aren't made much by anyone(most genuinely look unfun to try and sculpt and then put proper function into while excluding riders, given most move on treads and whatnot as well.
general popularity wise: Most people recognize the main 4, the POWs(which constitutes as Hyakutaro because he's quoted to be designed as one), and variability between either Rumi or Clark and Ralf out of the other less recognizable side MCs(mainly Ralf tho) and that's a list not counting any of the actual villain characters.
The Soldiers got figures for the same reason as Hyakutaro, being quite recognizable and associated with the general series but even they are packing some major features of value by comparison to Hyakutaro. Had he had the POW shorts to hold, his own magnetic pick up box[L being the one missing currently] or even 2 things past his LED, it would make more sense but his figure seemed more rushed than the two dupe figures in comparison.
I'd argue even Hutan or the president are equally recognizable characters by design in the series. Hyakutaro is seemingly not only the cheapest of the bunch but by extension has less carry over. but despite that the odd balls out are still Ralf and Clark because everyone else is listed as Metal Slug 3 while those two are Double X
