people with money/resources decide something is "good for society" and refuse to do business with anyone who doesn't comply in order to force the change they want to see.
Then the change happens, everyone hates it, and they get strung up for suggesting it in the first place.
Then the NEXT set of rich people think "Surely, *my* ideas will work where the previous one failed! It's not that we forced the ideas, it's that it was the wrong one" and it gets repeated.
