Around that time in the manga Mr. Hoihoi's(I fogot his actual name but the guy who kept trying to bulk hoihoi-sans artillery and eventually made Pest X with the USA before taking back Hoihoi with the merger) ideas kept getting rejected, ID-4 canonically didn't exist.
It's not official but during that trailer the hoihoi at the start next to the mini has a different bow type from the normal Hoihoi which for me implied she would have technically been the ID-4 that would come post merger since the mini's were in mass production by the look of it however I can't say for sure because the trailer omits both Combat-san and Pest X-san entirely making it hard to say weather Legacy was a reboot of the original source or an actual continuation.
The issue with New Edition was I couldn't find any actual main links for the pages let alone general translations; The legacy trailer was all I could find when looking for it after finding out it even existed on myanimelist.
Also, when exactly did Bandai lose access to Hoihoi-san's license because, as I can now see, they did: heavy Equip Hoihoi-san, Chogokin Hoihoi-san, and a combat-san. Somehow they missed Pest X-san which feels weird since, if you really could only do 3 figures to begin with wouldn't it be better to do the 3 central figures of the brand and then maybe do weapon sets separately since technically, while heavy equip is a different color(A preferred color set for me even), she lacks stuff like the charger base Chogokin has meaning her weapon stand has nothing to attach to. Would have been nicer to just make a Hoihoi and then let the customer choose a color option to have their set which meant production cost could have been saved on making a second hoihoi with less stuff past new weapons(two guns mainly, she only has double swords otherwise)
