Its certainly not Revoltech levels of motion, as the soft plastic lets you push the arms around a bit more but it still gets in the way somewhat.
For that pose I couldn't get the arms to crossover as if he was double-handing his sword(not that he could anyway since the handles too small) so I just hid his other hand behind the sword blade.
Could be a case of Sol being fresh out the box, maybe a bit of heat could free his joints up a bit.

If the former, then that would also be a bummer for limiting a potential butterfly joint's mobility.Storm are usually pretty good at incorporating a butterfly joint/style articulation.
The way it works for Sol is that his jacket is broken up. The main portion of it thats around his torso is cut like a vest jacket and is soft plastic, while the sleeves are more hard plastic as a part of the arms and has the butterfly style joint.
Its a good workaround to let you move the arms more freely but obviously the jacket is still there and can get in the way, but you can do your best to move it around and squish it out of the way.
