I think its more likely the case of the Myth has some truth. Especially when it comes to action heroes. I don't know if it's bad writing, a cultural bias, or simply an inability for me as a male to identify with female characters, but I have never found myself invested in any female fictional character to the point of fandom.
Who cares about Dorothy? But would you buy a tinman, lion and scarecrow? Yes please.
Who cares about belle from beauty and the beast? But would you buy the beast?
Who cares about a Sarah Connor figure? But we buy loads of terminators.
Is anyone buying hermione figures? Rey figures? Leia figures? The answer is really no.
So you can't blame corporate bosses for being reluctant to put out figures of women, when historically they haven't been very interesting and men just want them for their bodies.
Captain Marvel was the big opportunity to change things and make a powerful women appealing, but it didn't work.
I honestly think maybe one of the few female characters to have an impact on the male psyche without sex appeal was Thurmans 'Bride' from Kill Bill.
