It wasn't just the small scale of the figures that killed the line, with how complex some of the vehicles were, making them bigger would've most likely made them more cost prohibitive. MASK was a huge hit when they first came out and is a line that's still fondly remembered today by fans from back in the day, moreso then many other lost 80s toy lines.
....but there were a LOT of 80s toylines.
Really it was more likely market saturation combined with the good old fashioned progression of time that killed the line. It was way easier back then to come up with some crazy toy concept, throw a cartoon together in a year or two to market it and then flood the shelves with the new hotness of your product. Companies were more willing to take big risks for lesser rewards, so there was always something new to compete with. With that much stuff coming out, only the best of the best would ever really survive in the long run. Nowadays with a different economy, more restrictions, cheaper alternatives and generally a completely different world, it's just not as easy to come out with random off the whim toys. So even as popular as it was, it's not a line that was great enough to claw it's way to a full comeback, despite many copycat attempts.
