And what people really want is the monsters from the episodes they like, But the toy company won't want to make the monsters because of fear people won't buy ones from episodes they dont like or remember.
You see a similar thing with ghostbusters. Real Ghostbusters made an assload of money selling monsters and ghosts and vehicles. But I guess towards the end of the line people stopped. Maybe. But for whatever reason all the new lines, for hte past 10 years have been afraid to sell any ghosts or monsters other than stay puft and slimer.
The actual way to do it is probably like JAKKS does with sonic and pack one of the main team in a box assortment with ghosts. Also pack in a variant from another hanna Barbara show or a different release of scooby.
So wave 1 would be like Shaggy, diving suit ghost,dynomutt and captain caveman. Wave 2 would be Fred, some other ghost, Blue Falcon, DicK dastardly.
If they really wanted to lock in sales, they could do baf parts. Like extra parts for Dynomutt, parts to build speed buggy, parts to build the mystery machine.
Anyway, for whatever reason, companies are now scared that monsters and ghosts don't sell. Not sure why. Maybe its the piles of star wars aliens that shelf warm. Maybe its all those heman monster dudes that shelf warmed at the end of the line. I'm sure its something stupid like that. They flood the market with shit and then blame anything but themselves for shit not selling.
