I work in the industry so researching that stuff was part of my experience that i had to do.
And in the 90s kids basically WON'T BUY anything that wasn't a super muscular animal character or a monster.
To be honest...even if i liked this show as a kid, i never wanted these toys because they werent "cool".

I even remember ignoring any media that wasn't somewhat "weird" or "with attitude" because my kid brain was instantly bored
I was hooked up with Reboot because it was 3d and colorful and had Megabyte and Hack and Slash - these villains were super fun and i was waiting to see what kind of Game main heroes will get into this time.
But buying Dot/Enzo/Bob? No...i wasn't interested in that.
They wouldn't compete with something like picrelated.
The toy heroes bar was so up that to make Bob interesting to a kid - me they would need to make him
1) muscular and bigger
2) have a ridiculous gimmick-weapon
3) make his face angry
