To answer you question, what I know so far regarding that statue is that it is an ichiban kuji, basically a lottery prize figure, you buy tickets and you get prizes, kinda like a gacha, said figure is the end prize.

Figure seemed the final mass produced version as his face's beard painting is kinda like 1 solid color unlike the prototype/promo shots
