I have grabbed many 1000s of used plushies from all over the USA and other countries online and in person. Never had any bedbugs. They are not inclined to live on any because of no food, heat or hiding spots. Would only maybe be on one that is slept with and that wouldnt be given away. No one would intentionally offer bedbug plushies cuz you could sue them.
Just need to make a habit of checking or washing if you live in a problem state like nj or grab from trash. Also need to check for sexual use if grabbed from trash/sometimes thrift especially if its something like a mlp, pokemon or anthro.
