-Plays off current trends and interests (viewship), has some unique aspect that can be translated to a toy (ie gimmicks)
-Features a large range of core characters that can be cheaply or easily converted into physical toys.
-Frequently adds additional characters and opportunities for variants/costumes/themes on established characters that are cheap to produce (reuses molds and parts)
-Collect-ability aspects
-Can scale into uptake and popularity with shit like vehicles and other more elaborate products
-Spin off potential, branching IPs, cross over potential etc are also considerations although dependant entirely on success.
TMNT, Pokemon, Transformers etc are obvious Toyetic examples, the shows were getting made to sell the toys. Silent Hill is a niche interest for adults. Consider a series can be very popular and have a successful toyline and still not be overly toyetic.
