1. Is the toy company skilled enough to make this stuff, versus a dedicated soft goods manufacturer?
2. Do they care enough to budget good garments? The jacket in pic is $20-30+ alone, that's a big slice of a toy's pricetag.
3. Is the figure skinny enough underneath? This is the most crucial part really, if the figure is too bulky then the jacket will not sit right no matter what. Ryuko's unjacketed torso is not slim enough for good clearance IMO, you will either need to make the jacket very oversized, or she'll look like she's stuffed into a sausage casing.
Plastic overlay jacket is the best choice here. Both for cost and logistics reasons, as well as it's the only way to get the particular fitted look they want. Silhouette is important in toymaking, and you need to know when to choose the right materials. Similarly, soft good skirt was the right choice, because it has a similar silhouette to a soft plastic one while giving much more mobility.
