From the looks of the proportions you should probably use a body ken or any plain figure with a large head. If You're gonna use paint I recommend using acrylic paint, and last try buying some doll clothes as painting the clothes on could be a little tricky.

It's a drawing I did on my first try at anime, Im better at 3d. It can be improved but this style would be cool for kids, the bug eye mixed with obitsu body you mentioned.
