By contract, they're supposed to release something. And even stores want any tie in toys, since they know if a TV show/movie will boost demand for toys. Money money money money money money money.
However, Disney has been a bitch to licensors ever since they took over. So toy companies haven't been getting art work and story outlines like they used to, so we've been seeing toy companies releasing shit almost a year after the character was popular (see baby yoda). It's only with movies that toy companies still have some early access to designs, but not stories, hence a ton of shit shelfwarming for half a decade because the character the toy is based off didn't do anything in the movie.
So in the case of Acolyte, Disney 's asshole stance actually saved LEGO from actually releasing anything for the tv show. Hasbro's was too early in solicitating their shit, so they're a dozen cargo containers full of unwanted trash.
Also, how long does it even take LEGO to produce a set? 99% of their sets are just reused bits that they've been using since the 80s, so they can pretty react to the market and demand in real time vs Hasbro needing to plan shit out 14-9 months ahead of time.
